Devan Shell is a crossover, secret character who appears in the Katushai Challenge and the World Championship in the tournament mode. Devan is the antagonist of Epic Megagames' Jazz Jackrabbit series of video games. As expected from a turtle, Devan is slow but has good endurance and strength. His favoured HARs are the Thorn and the Flail which further augment his abilities. His HARs sport his signature purple paintjob. His primary enemies are the rabbit couple of Jazzy and Eva Earlong.

. He has a high endurance stat and a surprisingly high offense for a turtle. He only appears when the difficulty is set to Heavy Metal. His Flail has the second enhancement which can be obtained by the player by performing a destruction on him.

Devan's Thorn.

switches from the Flail to the Thorn for the World Championship. He has good speed and endurance to compliment his high power stat. His aggression remains unchanged from the Katushai Challenge. Devan has the second enhancement for the Thorn, which the player can obtain for a Thorn of his own by performing a destruction on him.

Trivia

• Devan Shell is the only character who switches from Flail to Thorn. Both Steel Claw and Shirro switch the other way, from Thorn to Flail.
